    Carl Rihan lectures in international security and modern Middle East history at SciencesPo Lille as well as history at the Ecole Jeannine Manuel in Marcq-en-Baroeul. He is also undertaking a visiting fellowship at the Institute of Middle East Studies of the German Institute of Global and Area Studies (GIGA, Hamburg). Carl has more than twelve years of experience in the fields of State-building and socioeconomic analysis, having served as reseach associate to the vice-chair of the United Nations Committee of Experts in Public Administration as well as programme coordinator and researcher on public policy at the Institut des Finances Basil Fuleihan (Beirut). He has previously taught at the International College (Beirut) and lectured at the Lebanese American University, the Saint-Joseph University, SciencesPo Paris, the Technical University of Monterrey, and has written and co-written dozens of articles, reports, and policy notes on socioeconomic development in the Middle East and North Africa region, including the roadmap on Implementing Agenda 2030 in the Arab Region: Contextualization, Action Areas, and Policy Planning (2019). He holds a BA and an MA in Political Studies from the American University of Beirut, a PhD in History from SciencesPo Paris.
